On Seltice Way in Post Falls, it is two lanes going both ways with a separate center lane. My Question is when the School bus is coming towards you in their right hand lane and turns on the lights to pick up children on that side of the street, do you have to stop in either lane of traffic coming towards the bus? I have seen drivers continuing on and well as stopping. Which is correct?
I can only speak for Washington but if there is a barrier, like this center left turn lane or a median, it is only for same direction traffic. This would be extremely dangerous having the kids cross basically 3 lanes of traffic at a stop. However a two lane road with not center left turn lane both directions need to stop.

We have a neighbor with an EXTREMELY noisy exhaust system that we can hear blocks and blocks away. Is there a quiet time ordinance? He always seems to run his car late at night, middle of the night, or early in the morning? How would we report something like this?
Report this to crime check. In the county this time frame goes from 10 p.m. to 7 a.m.

While I was reading the beginning of the Washington Manuals guide, I came upon the rules of driving with a permit under the age of 18, but I am almost 21. I was wondering do these rules apply to me, and everyone that has a Permit or does it only apply to people that are under the age of 18?
15 1/2 is when I believe you can get your driver's permit. If you are in the permit status you have to have a licensed driver with you that has at least 5 yrs driving experience.

What do the Spokane Police do if they get a call about someone driving without a license or insurance? Also what are all the possibilities?
I can not speak for SPD but for us, if the driver is suspended, we recognize them and check their name we can stop them. No insurance is not a primary offense to stop a vehicle.

Hello Deputy Craig, I live in Liberty lake and my question concerns who can go first at a two way stop at a stop sign. At a two way stop where there is cross traffic, a car wanting to make a left hand turn (car A) stops at the stop sign and waits. While waiting, a car pulls up to the opposite side wanting to go straight through and also waits (Car B). When the cross traffic clears who goes first? I have always assumed it was whoever got to the stop sign first, irregardless of whether they are turning left or not. Am I correct? Thanks, Greg Sattler
You are correct. Basic rules of the road apply and whoever gets there first has the right of way. Hopefully people are courteous and wave eachother through so it takes the confusion out of this. Craig.

We hear the term "Citizens Arrest," Does it still exist in this day and age and what are the limitations or rules regarding "Citizens Arrest?"
There are all kinds of implications that deal with this issue. This deals with more of a citizen detaining a person who was commiting a crime until law enforcement arrives on scene. However, there are so many variables associated with this, ie the citizens safety, is it actually a crime, are you violating an innocent citizens rights, etc. A specific example would be much easier to examine if you have one in mind. Why is not something done to advise all the Bicyclist(clubs & groups) riding the palouse Hwy. not to ride in the traffic lanes , on the whitelines on side of roads( they put 1/2 of their self & bicycle in the traffic lanes) and not to try & turn into traffic when they are ridind on right side of roads. Its a real wonder that many havent been injured or killed doing all these things, it seems they want to own the road sometimes - really they arent lisenced & pay no taxes on the bikes.Thanx,matt hohmann
Good question Matt. Bicyclists actually have the right to the roadway just like a vehicle. They can even ride side by side taking up one whole lane. Yes, if there are 5 or more vehicles behind them they need to let the vehicles by, just like another vehicle would. I talk to folks that are frustrated on both ends of this issue. Hopefully both sides are courteous and keep traffic moving efficiently. Craig.

As a bus rider and pedestrion, I would like to know who is responsible for snow removal from sidewalks in business areas and who enforces these rules?
In my experience the bus companies in Spokane, WA take care of their transfer stations and the stops located at those areas. I would assume they do the same for stops all over the area, but they may not be responsible. It could very well be either the city or county, but not knowing the exact location I can not say for sure. Craig.

if you have already park and removed the key from the ignition and were getting out of your car and a cop pulls in behind you a few seconds later is this legal to have pulled me over when i have already parked?
Good question, and yes it is. As long as we saw who the driver was we can still detain you for a traffic infraction. It may have been the case that we got hung up in traffic and were not able to stop you before you exited your vehicle. That happens fairly often where we have to ask the driver to return back to their vehicle.

is it ok to to put a three (30 pounds)year old in a carseat in the front seat of a van if there is only the two front seats?
If you only have two seats then you pretty much don't have any other choice. Just make sure your child's car seat is properly installed.
