Are there any rules for vehicles running at night with fog lights on and it is clear or was it a common curtesy to shut them off when not needed
They are supposed to be used for inclimate weather, ie fog, rain snow. Hopefully courtesy comes into play and if they have them on when clear they turn them off when approaching. Craig.

Is it legal for Californian police to park their motorcycles on private driveways and issuing tickets at the curbside/sidewalk, and a street sign says, "No stopping from 7:00AM till 4:PM, front of a school, as parents dropping off their children? Thank you.
It is here in Washington. I am one of our motor officer's as well. Many times private citizens ask us to use their driveway to conduct business. Yes, it is posted no parking but when we direct you to park there you are not in violation. Craig.

On older cars I sometimes see the older licence plates. These plate seem to be from the year the car was manufactured. What are the rules to use these plates.
These are collector plates. You can get these through DOL and I believe it is a one time fee, no tabs required. Here is the RCW for that. Craig.

Collectors' vehicles — Use restrictions.
A collectors' vehicle licensed under RCW 46.16.305(1) may only be used for participation in club activities, exhibitions, tours, parades, and occasional pleasure driving.

Hello, I am from the other side of the state but have a general question regarding RCW 46.37.390. I have heard conflicting information on if a decibel meter is required as proof or not, and I cannot find if it is supposed to be a traffic or non-traffic violation. Thanks, Drew
How the heck did you find me over there??? We have a specific noise ordinance here that kind of helps. RCW wise any aftermarket exhaust that makes your exhaust louder is prohibitted. And no, we do not have any decibal meters here and nobody I know of over here has been trained. Section 3 of the RCW you are talking about deals with this issue. Let me know if this helps. Craig.
(3) No person shall modify the exhaust system of a motor vehicle in a manner which will amplify or increase the noise emitted by the engine of such vehicle above that emitted by the muffler originally installed on the vehicle, and it shall be unlawful for any person to operate a motor vehicle not equipped as required by this subsection, or which has been amplified as prohibited by this subsection. A court may dismiss an infraction notice for a violation of this subsection if there is reasonable grounds to believe that the vehicle was not operated in violation of this subsection.

Why do I see so many officers driving around with a cell phone held up to their ears by hand? Does the "Hands free law" not apply to law enforcement personell? I can understand the need for communications, but you have two-radios and computers. Thanks.
I understand. Our Sheriff highly advises we use hands free communication. Yes, emergency personnel is exempt from this law. Also, if you are in an emergency situation or if you have a hearing aid you are exempt as well. Craig.

Regarding changing lanes in an intersection: I am fairly certain that was a question on the exam 20 years ago, and that doing so was considered a violation, because right-turning traffic from cross-streets is free to go when the closest lane to them is clear. Allowing inside-lane traffic to change to the outside lane within an intersection would be a hazard. You might want to double-check your answer on that one. My question regards three-way uncontrolled intersections, such as a "T" in the road. An abundance of drivers seem to think that traffic along the "thru" roadway (the top of the "T") has the right-of-way, regardless of the direction of travel. Is it not true that at such intersections the standard "yield right" applies?
Yes and no. The "through" T-intersection (arterial) only applies if there is a stop sign or yield sign at roads that T into the "arterial". If there is not a yield or stop sign then the "main road" is not an arterial, thus you are required to treat the intersection as an uncontrolled intersection where right of way rules of the road apply.

If I have a complete fenced in back yard with locked gates, does that classify my backyard the same as an interior of a locked house? If it does, do I have the right to use lethal force if I catch someone stealing something in my back yard?
Property loss has never been an excuse for lethal force. Reason being, it can be replaced vs. a human life. Call 911 if this type of situation comes up so we can deal with it. Craig.
