- Teen drivers have the highest crash risk of any age group. 78% of accidents involving 16 year old drivers are due to driver error. So talk to your kids about paying attention to the road, and not talking on the phone or to their friends. By teaching your kids to make responsible driving decisions, you help keep them and other on the roadway safe.
- Driving at night is a high risk activity for beginners. The fatal crashes rate for 16 year old drivers is nearly twice as high as during the day. Make sure your kids are following license restrictions. It could save their life.
- 16 year old drivers are more likely than any other group of drivers to be involved in fatal crashes involving high speeds. Keep your kids safe and talk to them about the importance of obeying posted speed limits.
- Teen agers are less likely than adults to use their seatbelts. Talk to your kids about the importance of buckling up and obeying the laws.

Can you ride a 49cc motercycle in a residental neighbor hood? in the valley?
If it goes over 30 mph it has to be licensed and you have to have an endorsement.

Our neighbor has two vehicles he parks on the easement (624 S Koren Road) - both now have expired license tabs. Is there anything that can be done to get these vehicles off the street?? They are eye sores as is his yard which is already full of junk vehicles. Thanks Anne
Best thing you can do is call city hall for the City of the Valley and ask to talk to one of their code enforcement officers. They deal with these "junk vehicle" issues. I am not sure what the ordinance is in the Valley but the code enforcement officer would definately know. If the easment is considered a public easement we can make sure they are moved. Contact code enforement and they will be able to help you. Craig.

There are no RCW's dealing with barefoot driving or shoes worn. If it does not feel safe for you then shoes or boots is the way to go. Craig.

Again: I asked why the RCW law for noise is not enforced the same for cars and motor cycles??? I thought the law is blind, the same for all. You said no one is trained to run a noise meter, why???? There is time to train for radar, red light, etc. The law should be the same for all. Gordon Beck
I completely agree. Problem is without having anyone certified to use a decibal meter we don't really have any teeth in court. The RCW dealing with this does not state what the level has to be but it helps to give a comparable difference between the original exhaust and the modified. Yes, we can write tickets under the RCW but it is difficult to explain how loud a muffler is without an actual reading. Here is the RCW, section 3 deals with the modification. Hope this helps out. RCW 46.37.390
Mufflers required -- Smoke and air contaminant standards -- Definitions -- Penalty, exception.
(1) Every motor vehicle shall at all times be equipped with a muffler in good working order and in constant operation to prevent excessive or unusual noise, and no person shall use a muffler cut-out, bypass, or similar device upon a motor vehicle on a highway.
(2)(a) No motor vehicle first sold and registered as a new motor vehicle on or after January 1, 1971, shall discharge into the atmosphere at elevations of less than three thousand feet any air contaminant for a period of more than ten seconds which is:
(i) As dark as or darker than the shade designated as No. 1 on the Ringelmann chart, as published by the United States bureau of mines; or
(ii) Of such opacity as to obscure an observer's view to a degree equal to or greater than does smoke described in subsection (a)(i) above.
(b) No motor vehicle first sold and registered prior to January 1, 1971, shall discharge into the atmosphere at elevations of less than three thousand feet any air contaminant for a period of more than ten seconds which is:
(i) As dark as or darker than the shade designated as No. 2 on the Ringelmann chart, as published by the United States bureau of mines; or
(ii) Of such opacity as to obscure an observer's view to a degree equal to or greater than does smoke described in subsection (b)(i) above.
(c) For the purposes of this subsection the following definitions shall apply:
(i) "Opacity" means the degree to which an emission reduces the transmission of light and obscures the view of an object in the background;
(ii) "Ringelmann chart" means the Ringelmann smoke chart with instructions for use as published by the United States bureau of mines in May 1967 and as thereafter amended, information circular 7718.
(3) No person shall modify the exhaust system of a motor vehicle in a manner which will amplify or increase the noise emitted by the engine of such vehicle above that emitted by the muffler originally installed on the vehicle, and it shall be unlawful for any person to operate a motor vehicle not equipped as required by this subsection, or which has been amplified as prohibited by this subsection. A court may dismiss an infraction notice for a violation of this subsection if there is reasonable grounds to believe that the vehicle was not operated in violation of this subsection.
This subsection (3) does not apply to vehicles twenty-five or more years old or to passenger vehicles being operated off the highways in an organized racing or competitive event conducted by a recognized sanctioning body.

Hi Deputy Craig, I recently purchased an 81 pickup that has only two seats and no airbags. Is it legal and/or safe to have my 4 year olds carseat in the front seat? Or should I only allow him to be in vehicles with rear seats? Thank you for your time. Mitch
If this is your only mode of transportation you don't have a choice. Just make sure and keep him in a rear facing infant seat until the manufacturers suggested weight. That is when you can move into a child restraint seat. Craig.

Yes, there is a noise RCW that deals with any loud aftermarket pipes or exhaust systems. In our department we do not have a decible meter nor do we have anyone trained to use a meter. Our motorcycles are stock pipes from the shop. We do not enhance them at all. Craig.

WHY WOULD THREE CITY COPS STAY IN THEIR CAR WHILE A WOMAN GETS HER FACE KICKED IN BY 5 PEOPLE IN A PARKING LOT? AND ALL THEY DID WAS SIT THERE AND SPOTLIGHT THE SCENE. BUT TUESDAY NIGHTS THEY ALMOST TACKLE PEOPLE THAT J-WALK ACROSS SPRAGUE DOWNTOWN? WOULD YOU SAY THEY HAVE THEIR PRIORITYS STRAIGHT?
